DECEASED WIFE'S SISTER.

Our cables inform us that another attempt is being made to legalise marriage with a deceased wife's sister, and Lord Strathcona has introduced a measure in the House of Lords to accomplish that purpose. Such marriages arc legal in New Zealand, the Australian colonies, Canada, Barbadocs, Ceylon, Mauritius, Cape Colony, Jersey and Natal. In 1847 a Royal Commission was appointed at Home to examine the marriage laws, and from 1849 up to the present day attempts havo been made to carry a Bill making marriage with a deceased wife's sister legal. As a rule the House of Commons has passed the Bill with a large majority, but it has been thrown out in the House of Lords, even attempts to legalise colonial marriages having failed. Judging by the majority recorded on the present occasion, it would appear that a great change has come over the hereditary Chamber, or the absence of so many Peers at the seat of war has altered the voting.
