Present— Hit Worship the Mayor, and Grs Grace, Bash, West, Hawkins, Stewart, Wood,. S. Abrahams, R. S. Abraham. The Mayor stated to the Council the nature of the business to be transacted, viz., consideration of business adjourned from last meeting. On the motion of Or S. Armstrong's offer to supply longitudinal-sections of the Street levels m lieu of-tbe Fitzherbert level extension at present; provided that the Rangitikei Line and Mongtone left bank level extension be completed: at once. , Besolyed— That tenders be invited for the supply of bats and oaten hay.'- . Resolved—That the CouneU, be recommended to expend* a sarii not exceed* m« £20 m stabling for the. Borough horses. - . ' ; ' . Resolved— That the Council be recommended to authorise the placing on the list to be done m its turn, the metalling of Ferguson-street from Powell's gate to Fltzherbert-streiet. Abrahams asked for an explanation of the matter of the reooiamendation contained m the report r« the levels. » Cr West explained that the reason of the * levels being held over was on account of their not being immediately wanted ; those to be substituted by Mr Armstrong were of a practical use. : On the motion of Cr Grace i the r«Qom< mendation was adopted.. : . ' Alteration of buildings for Council Chambers. Alternative tenders :— Munrc Bros., £80 and £62 ; E wing and. Dillon, £52 15s 6d, £38 14s ; Powell & Daniels, £58 10s, £37 10s ; Smith ft Marsh, £57 056d,£38 18s. ' Gr West moved that the consideration of the tenders be held over until th« question of the Library rate be deal! with. — Carried. - SUPPLY OATS AND HAT. J, MiUer, 2s 4£d par bushel, 9»6d pel sack, oat hay, £'2 10s per ton; Wm. Me Dowell, 2 tons hay, £2 14s per ton ; Milverton and Son, 50 sacks, 2s 6d pei bushel, crushed oats, 2s 9d per bushel, oaten hay, £3 per ton. Moved by Cr S. Abrahams— That Cn R. S. The re« port was read :— Th« Mayor of; Palmerston North. — Sir. —Your committee appointed to conridei the matter brought before the Council at its last sitting by Mr Milverton, has the honor to report, that at a meeting held on June 10th inst, when there were prci sent ' Crs B. S. Abrahams, Hawkinp, Snelson, and West, it was decided to re* commend to the Council to do all of the following works, namely (1). To cleai the Kawau, Stream from its crossing oi Featherston-atreet to Boundary Road, (2).,. To raise the formation m the low place close to the bridge over the E&wan m Boundary Boad East, (3). To lessen the carrying capacity of the large culver! across Rangitikei-street by placing a dam 12" high across the bottom thereof (4). To place a culvert across the Boundarj Road at the lowest portion of the lowlying land. (5). To cut a drain acrosi the said land to empty itself intothi Kawau. (6). ' Cr Stewart asked if the conouiittee had recommended any length of culvert at the Mabgaone. i Cr West said he had understood th* particulara were to be left to the Foromatt of Workp;. , t : Cr Stewart moved thai the report b» received and adopted. , Cr Rush asked how did they know that the owners of property .would allow the drain to be conatructed through their property.' • Cr West said it was a very right que#» tion to ask. ' . ' Cr Ferguson asked for' a rough7estimate of. cost from committee. Cr West said that they were not prepared to give it. - Cr S. Abrahams said that he thought the' Council should do what, it could to let the waiter take its proper course but not go to any extensive outlay. Cr Rush laid a~ wooden plan on tha table showing- the oourse of the stream, and teconded the motion proform% CrB.S. Abrahams said that they estimated the cleaning out of the Kawau would be about £60. As to copsultinjr Mr Milverton' he did not tnink it would be worth while. Cr S. Abrahams stated that he would move an amendment that the work b« done; by d»y labor. : Ithad repeatedly been pointed but that they should utilize their day men and pot. contract for labor outside that at their disposal. Cr Hawkins objected to the amendment, fie considered that they should not stick to a cast iron rule. It was a necessity that the workMhould be done at once and also that the. roads receive attendance. ' C* West also objected to the amendment. They should treat the ratepayers as leniently as they could relaxation, and considering their present finance", should not run iito any extraordinary outlay.. The motion was then put and carried. Or West drew- attention to a part of the report first read and suggested that Mr Nathan, should be communicated with by the committee to ascertain to what extent he would co-operate with the Council m the e|eaning out of the Kawau from Featherstori street upwards through his land. Seconded by Cr R. S. Abraham. Cr Bush did not see there was any ■ use m communicating with him. , j .; Cr Stewart asked re the appeal against ' Nathans assessment, if it were any nearer to a result, satisfactory or other- - wise. B. S. Abraham, and carried-— That the * consideration of the matter re Fire Bri-gade-be referred to si committee con sitting of Crs West, Hawkins, R. S. Abraham, Stewart, S.
