Mr Steward's Educational Franchise Bill defines and regulates the exercise of the educational franchise. The definition of the word "householder," as .given, m. the Education. Act, 1877, is repealed, and is altered to raeaa and indud* every male or female person of the age of 21 years and upwards who is ;tbe- resident, owner, lessee, or tenant of. any dwelling situate within the school district, and every lodger who has resided m euch district for the .space jof iiot less than six months next before any election of a Scliobl Couimittee or of members of a School Comraiite^ or next before the date of any memorial praying for the constitution of a school district, and ev»ry parent or guardian who is liable to maintain or has the actual custody of any child attending the school, Every householder may exercise as many votes as there are persons required to be elected, or any less number of votes ; but no householder shall be entitled to record mote than one Vote for any one candidate,
