Mr Graham Berry has received satisfactory assurance respecting 'the New Hebrides from Lord Grau yille nnd has wired details to his Government. Mr Berry told Lord Granville that it would be unfair to require the colonies to again define their roquasts. The' B*ttl'-d attitude of the Government is ar »using French enmity. Lord Granville m reply to Mr Berry, implied that it would be a public error to accept the extending proposals of France, he further stated that m the first instance h« only suggested that a cession of the New Hebrides was proposed on a basis which would determine finally the convict question aud several other points. Lords Roseberry and Granvilie fear that the action taken by' their Government will have the effect of re-opening the Recidiviste question.
