(UNITED PRESS ASSOCIATION.) Napier. Friday. Captain Rnsscll addressed, his contitnents at Hastings last night. He accepted the full responsibility for the trenchment resolution of last session, which he said m fact was to curtail patronage rather than diminish expenditure. A vote of thanks and confidence, was carried unanimously. -.
