TQE IRISH LAND PURCHASE BILL. (by electric telegraph— copyrigtht.) (reuter's telegrams.) London, April 16. The Land Purchase Bill was introduced and read a first time to-day. The measure provides thftt the Irish Parliament shall appoint a State authority which shall purchase the lands paying for them m bonds at par, bearing 3 per cent interest ; the total amount issuablc being fifty million pounds during three years. The sale price of the land is to be leased on* twenty yeara' purchase, calculated on the judicial rental of the properties during the year 1885. Mansions and demesuea aie not touched l>y the Bill. The expropriation is to be compulsory m congested districts, and optional elsewhere.
