Mr Gladstone's Scheme for Governing Ireland.
(BY ELECTRIC TELEGRAPH— COPYRIGTHT) (BBUTER'S TELEGRAMS.) London, April 9. Mr Gladstones made his promiswd statements as to the Government scheme for the better govornment of Ireland to the House of Commons last night. He proposed to establish an Irish Parliament to sit at Dublin, which should couHist of a House of Lords and a House of Commons to undertake both legislative and administrative functions. An equitable portion of tho Imperial burdens would be assumed, and arrangements made for reasonable safeguards for protecting tliw interests of the minority. Ireland would cease jto ■end representatives to the Imperial Parliament, which would retain the control of the Irish Customs and Excise Departments.
