LA&T NIGHT. Present— His Worship the Mayor, and Ors West, Hawkins, S. Abraham, Bush, Stewart, King, Grace, and It. S. Abraham. CORRESPONDENCE; From Riston, Wellington, representing a syndicate for erection of gas works, asking permission to erect same m Palnierston, and requesting to bo informed j as to the terms, &c . . I From Jas. Donnelly, re formation of John, Marshall, and Donnellw Streets, stating no present intention of doing anything to them, would first want to sell the land. From Mr G. F. Hawkins, on behalf of i Wm. Akers, proposed lessee of race course reserve, wanting Council to take steps to abolish the road shewn on nap of township runnin? through same reserve. From Union Bank, re loan, asking that clause 4 of Bank's conditions for floating loan should be carried out. From J. B. George re gas works, stating that a slight difference existed as to what was the result of interview between gas committee and himself ; what he had agreed to was that "The powers to be conferred on the company by any special act of the General Assembly should not be greater or exceed tho3e possessed . by any gas company, under the Act they might have passed and under which said company carries on business. Further stating that the Council is willing to adopt the Wangahui Gas Company Act. 1877, as the basis of the agreement as to any application to open the streets. He had not a copy of the Act to hand, but believed the Wanganui Borough Council (the gas works m that town bein? erected on a public or corporation reserve) possessed the right under some agreement mentioned by the company, to take over the works on certain terms. If it was proposed to conter on ths Palmerston Borough Council such a right which was not clear from the company's letter, he beffged to point out tnat such power m any shape was the principal point to which he objected m both his previous letter and at the interview with the Committee. From Clerk of Licensing Committee, forwarding application for salary (annual). From the Union Bank referring to the necessity of the Council ha vm? debentures completed at as early a date as possible, as it was not improbable that if there was much further delay the market might be less favorable than at present, as the Colonies generally seemed inclined to take advantage of the superabundance of money at Home jasfc now. Also draw • ing attention to clause 4 of Bank's condititions. Also stating that advances on overdraft if needed could he availed of to the extent of year's income, irrespective of floating of loan. From H. Gardes re accident m Mainstreet. .. Be application clerk of Licensing Bench for salary. . » . Moved by CrWest, seconded by Cr Stewart — That the clerk receive a salary of .£lO per year as heretofore, Cr Bush wished to know what the clerk did for the work. The Mayor informed Cr Bush that the salary was paid heretofore, but what the clerk did he did not know beyond attending at the committee meetings. Cr Hawkins informed Cr Bush as to the duties of the clerk, and thought that the, salary was not by any means an excessive one. Cr Grace wished to know if the clerk collected the fees. The motion was carried without further discussion. Bo J. R. George's letter, gas works. Cr Hawkins moved— That; Mr George be written to to the effect that the Council, was sorry he could not comply with their terms m regard to the erection ofgas works, and that the Council had decided to adhere, to the Wanganui Gas Company Act cf 1877. . Seconded. by Cr B. S. Abraham, and carried. '.':■.': Be Mr Riston's letter, Cr West moved — That Mr Riston be written to the effect that same terms are offered him as lately offered to Mr George. Seconded by Cr Graoe, and carried. Mr Donnelly's letter received, CrWest stated that the residents m Brightvvater Terrace had informed the Town Clerk that they wished to participate m the grant m aid for private streets. Re Win. Ake^s' application Race Coure Reserve, Resolved to refer t» the Reserves Committe. Be letter from Union Bank, The Mayor informed the Council that he had seen to the matter of defentures referred to. Re clause 4, the Mayor pointed out that the Bank account ought to be changed at once m accordance with the terms of floating the loan. Cr B. S. Abraham wished to know if the Council had agreed to the resolution, ond was informed m the affirmative. He stated that he considered , a ; twelve months' notice to the Bank to withdraw the account, a rather-long one, and might place the Council m a peculiar position. Cr Stewart did not know that the account was io be changed when ihe floating of the loan was undertaken: by the Bank. He deemed it to mean when the loan was floated. -.:';. . w . . .\ >\ Cr Grace also was undey-this impression. . : Cr S. Abrahams moved— -That clause 4 of the conditions with the Union Bank of Australia be given effect to at once, viz., changing of the Council's banking account from the Bank of Australasia to the Union Bank of Australia. Cr R. S. Abraham moved, an amendment—That the Bank be informed that the Council cannot change their account until the loan is floated. Cr T. King supported the amendment He considered that it would not be advisible to change the account until the loan is floated. They had already got " the cold shoulder" from two of the Banks. Cr Hawkins supported the motion. He might inform Cr Kiag that the Bankthey were dealing with at present hud given them " the cold shoulder " as he called it. It wag for them now, how-; ever, to either proceed with the resolution of the ratepayers or not. : ; Cr Rush agreed with Cr Hawkins. He thought that the Bank which had assisted them shouid receive their support. Cr We«t also supported the motion. The Mayor spoke rather strongly on the question. He considered that they were m the position of a Council repre sensing- the gratepayine: residents of the district, and that they were to consider the interests of the ratepayers and not themselves, the ratepayers had voted for the raising of the loan, and anything that they might do now to jeopardise the floating of the loan would be contrary to the wisnes of the ratepayers. Cr R. S. Abraham replied- and stated that perhaps his amendment might be amended to read that the Bank be communicated with on the 'matter before a resolution was passed. : . Crs R. S. Abraham, T King, and A. Stewart voted for the amendment; and Crs Ferguson, West, Hawkins, S. Abrahams^ Grace, and Bush for the motion, which was carried. Re Hv Garde's letter. As regards the Bank Chambers I would recommend that, *aB the building is not frequently used as a public building within the meaning of the Act, a license be granted subject to the applicant undertaking to furnish the building with about half a dozen fire buckets* and a staircase at ttie rear of the building with all convenient speed.—! have the honor, &c. Cr West was the architect of the building, and he thought someone else should have been appointed to inspect the building. Cr Hawkins thoueht that the report was a most unbiased oue. Cr West moved that Brightwattr Terrace be entered up as a street to claim participation m the grant m aid. Seconded by Cr Grace and carried. The Poundkeeper's Report 'was read and received. ; pottndkeeper's repobt. Impounded by the ranger, 46 ; property owners, 4. Total 50,. j Fees, received, £6 2s. Paid to impounder, 6a ; fees to poundkeeper, 2s 6d ; driving fets >to ranger, £2 ss. Balance— £3 Bs :6d.Cr S Abrahams thought that the fee of 2s 6d should not be held by the pound* keeper. Tho Mayor informed Cr Abrahams thftt this was one of the terms of* the poundkeepera contract. The Public Works Committee's- Report was read. public works committee. Present:— Cis McNeil (chair), J. Cr Hawkins moved, seconded by the Mayor. — That uo motion other than, those arising from reports shall be diaeussod by the Ctuncil unless such motion has been entered on the order paper at least 24 hours previous to the meeting of the Council, or unless member* present, unanimously declare that sack motion shall be dealt with. . Cr West objected to the resolution as an additional hardship on. the Ors and besides would not be taken any notice ot m his opinion. Or Rush said that if such a resqlutioo was paßstd it would throw the business of the Council into the hands of a few. It would suririhe Mayor, Cr Hawkins, and Cr Sneison and they could' gaio their ends by having it passed, but th« majority of the Crs would not benefit by it." .•■.■'■■' Cr R. S. Abraham could hot see how any reasonable man could object to the motion. It was a procedure adopted by mostly all public bodies and was a fair and orderly one m his opinion. - '- Tho motion was put and carried. Moved and carried, that, the .newspapers be allowed to publish the contents of the Order Paper. • ' ■■" ■ •■ ~" Proposed by Cr Stewart that Cr West be appointed a Fire Inspector m me place of Cr A. S. Bentley resigned, secouded by Cr R. S. Abrahams, -s Cr Hawkins read tue Act referring to the matter aud pointed out that a Fire Inspector ought : to be elected: particularly outside the Brigade as he was to have conttol of the actions of the Brigade and should not be m any position connected directly with the Brigade. Cr S Abrahams supported Cr Hiwkins remarks and Cr King thought that if he were m Cr West's place he would not accept the position. Cr West did not see how it would affect him and would be prepared to ac- • copt the double responsibility. The Mayor spokn to the motion and pointed out that m his opinion the appointment should be considered ia all its bearings. He - considered) that a Fire Inspector ought to be elected altogether outside tho Brigade. Cc Grace also supported Cr Hawkins views. • The motion was lost on the casting , vote of the Mayer. Cr Stewart moved and Or Bush secoaded, that East St. be metalled from Ferguson St. to Main St. and the same be done at once before the winter sets m. Caaried. Cr Hawkins moved and Cr Stewart seconded, That the Publio Works Committee be deputed to procure aud submit plans for the alterations necessary to convert the building m Uoleuiau Place into Council Chambers and Lib Vary m time for the next meeting of Council* Carried.
