w When interviewed at Invercargill. the otber day about charitable aid, the Hon. I Mr Ballance said that the quarter of a million of acres which it was intended to set apart as endowments for Boards could not be allocated until- the expiry of the two years stipulated by the Act. It would take all that time to make suitable selections, so that the Boards might obtaia endowments which would ; prove immediately profitable. It was suggested to him that the fees arising from publicans 1 licenses should form part of the revenue of the Boards, and that contributions should be based on population rather than oil valuation ; but Mr Ballance said there were great difficulties m the way of adopting these suggestions, as circumstandes were not the same m every district, and the inhabitants of boroughs would object.
