or to cause discussion m the municipal body on a qnestion so directly affecting the interests of the whole community. >W^ trust at the meetin! oirMonday, flic Mayor, or whoever may preside, will allow np : discussion on what has already been discussed imthe most minute c^ejtaiLls (id nauseam. The Council -arid^ne community stands committed-to the Loan; Its allocation has be err already decided upon and approved of by the ratepayers, the rate per cent., the minimum, th eter m , the broJTerage, and all other? npcess.ary details have been ; agreed to after many months of de--lay, and many unprofitable and; acrimonious discussions; and all that is now required is to formally! confirm arid place on record What hasj already been resolved upon by the' Council, and endorsed by the rate-l i payers. It is to be regretted that, | any discussion on the subject took place, or was. permitted to take place, at the special meeting ort Wednesday evening. No discus-sion-was necessary* as the whole question has been deliberated upon enough, and often enough, and m all its varied aspects, goodness knows. There is now a reasonable and encouraging prospect that the! Loan will be floated before s Very long, and any course of action cal-i culated to em harass m the least degree the negotiations now ' taking place will be sincerely deprecated by the great body of the ratepayers! We qordially express a hope that at Mondays 'meeting- "there will be' no discussion, because none is required; and no dissension, discord, or disi union oil a matter on which it is desirable that every; Councillor should; be entirely unanimous. Even those, whose /private .views do favour the loan, should remember that the time for- opposing it has gone by. The matter has been submitted to the ratepayers,, and declared by them -by a substantial m the • amTmativeV^@ounjcillors should bear this m mind, and recollect that* whatever ( their/- individual views, feelings, wishes,' or. opinions on the subject, they have beeii- placed wher,e they ;j are.to represent the ratepayers, to cohsidejr .their' wishes* and ;to assist to, carry to.ra- -successful issue those* proposals m which the poll has already declared that the burgesses. , havje) affirmed their full assent and entire concurrence. A certain schedule of allocation .was submitted to andapprbved of by the ratepayers, and indue course every necessary requirement was legally conformed to by the Council. The term of the Loan was fixed, 30 years, the minimum » 97) the rate, 5 per cent,, and all other details received due attention and careful consideration. Of: this all the present Council are aware. All that is now required is to formally confirm the resolutions passed at "former meetings of the Council, the records of which, unfortunately, are not ayaijable v Surely no question is sought to be raised with a view to upset tfre" Lpant Wdamage its prospects on theLondpn majrket. We trust no member of the present: Council has any such unworthy motive or object m view. The lallo- , cation of the Loan cannot be altered, nor is it desirable m any sense, that it should. The schedule was approved of by the ratepayers* and the poll m its favour was taken on that schedule. Surely there has been worry enough, and labour enough; delay and heartburning enough over this Loan question, without any special effort now being; made to "prolong the agony," ; to seek to undo what, has taken.', so,» much trouble to bring to the present stage,' to thwart those who have worked so zealously and perseveringly to achieve a successful consummation, ...... i
