In a leading article on the political outlook, the Lyttelton Time? says :-r-" A dissolution before the session would be the appeal to the people - after all other methods of carrying on the Government constitutionally' had failed. It would save the expense of a double session, and get the voice of the people quickly pro-, hounced. Even from the Opposition point of view, we cannot understand the j objection to the dissolution, tor .a dissolution is the only method by which the Opposition can hope to succeed ' m. permanently keeping out the policy of the/ Government. They ought not to be.en-' couraged to compass that end bytkeepiug the Government m office." The Otago Daily Times 'Wellington correspondent telegraphs that the Cabinet have not yet discussed the question of . recommending a dissolution. Should they'- decide upon such a course; and the Governor decline to act upon their recommendation, the y would resign, and upon the formation of . a new ministry, table such proposals as would force a. crisis, and compel ah appeal to the country. It -is the- dntention*6f Ministers to address the electors m various parts of the colony, and it is more than likely that Napier will receive notice, from one of the most prominent members.
