Opening or the Federal Conncil at Hobart.
(BY BLECTBIC TEIiEGBAPH— COPtHiaHT.) j (BEUTER'S TELEGRAMS.") : " Hobabt, Monday. \ A sitting of the Federal Council was, opened to-day m the Legislative Council 1 Chamber. -Messrs Service and. Berry were present representing Victoria, Messrs' Griffilhsand Dickson Queensland'/ Messrs; Douglas and Woods, Tasmania, and Messrs Lee, Steere, arid MacGregor, Western Australia. Mr Service was elected president, and delivered an eloquent inaugural address. On the conclusion of his speech the officers of Council were then formally appointed and the Premier of Tasmania announced that Mr Service, President of the Council would be officially presented to His Ex-r. cellency Sir George Strahan, Governor; to-mdrrow morning, after which the proceedings of the Council were adjourned until to-morrow. The Governor has arranged to attend at noon when he will deliver an address. The proceedings did not attract great public attention.
