Re Mr Cleland's matter. Cr Snelson thought that the matter was unfeirly dealt with by the Comrqittee. ,Th« application :in big consideration wai quite' a usual one, and 'also [ he belived that various streets had been applied to b^e ..made by ; other r property owners m the town m the'verf isamd way, and the same had been granted without any objection. Hri considered it- a very/ great injustice on the part of the Committee m recommending the Council not to accede to the application of Mr Cleland simply because the were ; required through small cut up sections. Cr Abrahams supported Cr Snelson, and considered that if any person bought property, m his : opinion he should certainly be allowed to cut it up as he might ' deem fit. ; Cr Grace explained that the .reason of the Committee objecting to the proposed street construction was that the arranged plan of the streets would, if carried out, Be a future nuisance as the street would not be carried thrqugh one end, and would also be a back slum for the carrying on of objectionable practices. , Cr Snelson replied strongly urging thai unfairness of the recommendation as also its unreasonableness. , . . The amendment was put and lost. A division was taken with the following results — for the amendment. Cra

N Front Mr J. P. Armstrong, Civil Engineer, to li. N. Keeline, Esq., . Town Clerk, Borough ot Pulmerston. Sir, — In compliance with your request of the 10th inst. I have the honor to , submit the estimate of private streets as | named m your letter. Plans for 12 streets (as shewn) have been prepared and will follow m the course of a fevr days when finished. For the two streets m Mr Nathan's block I regret my inability to supply plans, but when the bash is fallen and burnt I shall be glad to do so free of cost. The estimate now submitted is for work executed by contract, but if the .«ame is to be done hy day work the amount must be doubled. It may . strike you that the estimated sum ' of £1726 is far above the provision m the loan schedule but that was as stated only a grant m aid and no more could be allotted further, many of, the streets had hot been aligned, and were consequently omitted. — I have the honor, &c., John P. If three small fire «n---;gines were procured, such as he himself liad or better, they would be found of incalculable benefit to the town m the event of fire happening, he believed they cost^ £13 each or' thereabouts. They coufd be stationed at various points m the town and, two men set apart to eaoh one so that there .would be no con«fusion. The speaker snok'e strongly on the^ necessity 6t something being required to be done at once m the matter, j and proposed the following resolution : — That three small fire engines be procured at once at the expense of the i Borough, and that a committee consist- i ing of Crs Snelson, Hawkins, T. King, and the mover interview the officers and members of the Fire Brigade with the view of assisting to place the Brigade on a more efficient footing. Seconded by Cr West and carried. i

Cr McNeil's notice of motion to the effect that all committee meetings b« published previous to meetings of the Council being held was then put to the meeting, i Cr Hawkins objected to ihe proposition, he would sooner have all the committees abolished. and the business don* m open meeting than that the reportershould attend and publish •very little thing -which might be said at ihe meetmgs. Cr Abraham (R. S.) moved 'an* amendment to the effect that the Town Clerk supply Crs with copy of proceed., ings at all committee meetings subsequent to their having taken place. Both motion and amendment were lost and the Mayor made a suggestion that after the committee meetings were held the minutes should be placed m the Town Clerk's office for examination by Crs. This he promised would m future be carried out. . .- Resolved— That the thanks of the Council, be conveyed to Mr J. P,. Armstrong for the lists of streets m theBorough supplied by him free ef charge.
