The announcement lias been made that the Ministerial programme for the ensuing session to be opened next month, will include a scheme for granting county governments m England and Ireland. With reference to the demand which has been made b} r the Government upon the Banks for payment of income tax on colonial investments, it is announced tluit the Banks have consented to deduct the tax from the sums payable to their clients. The requirements of the Government, howeyer, that the agreement should he retrospective haw been abandoned by the Government. Dee. 21. Mr Gladstone has announced that lie will await the publication of the Ministerial policy before announcing his proposals on the Irish question. , The members of the Orange body have been thrown into a state of intense excitement by the rumored intention of Mr Gladstone to advocate the granting of a local Parliament to Ireland. They threaten that they will raise a civil war if the attempt ia made to fulfil this policy. Mr Goschen has announced his hostility to the scheme. The Daily Telegraph this morning says the statement made m the Times on Saturday that Mr Gladstone had submitted to the Queen a plan for the establishment of an Irish Parliament, and that Her Majesty had referred it to her Ministry, is unfouaded. Mr Gladstone has specially disavowed any intention on his part to grant the demands of the Parnellite party, viz., that Home Rule should be granted to Ireland. Mr Childers and Mr John Morley have expressed themselves as being favorable to the scheme with which Mr Gladstone has been associated.
