The French Government has issued a circular notu to the European Powers favoiuing the union of Bulgaria and Eastern Roumelia under Prince Alexander. 1 Tli© Porte has also sent a circular to the Powers, inviting them to an entente on the Balkan question. Madras, Dec. 15. Arrangements have been concluded by which King Tlieebaw and his Queen will bo interned here. A residence has been provided for them, and thoueh not kept close prisoners they will be .under surveillance.
