The Bulgarian Campaign.
(by electric telegraph.— copyright.) (ruiter's telegrams.) Constantinople, Dec. 8. Two delegates from his Majesty the Sultan have proceeded to Philippopolis. The inhabitants of Roumelia are stated to be maintaining a somewhat sullen Attitude. The Porte has appointed Djevdek Pasha Governor of Roumelia, and he is preparing for a Turkish occupation of the country. Great Britain is opposed to this step, but the other Powers have signified their approval. It is announced that Prince Alexander, of Bulgaria, has definitely rejected the proposals of Servia for a mutual evacuation of territory and the extension of the armistice until the Ist of January.
