"VTOTICE is hereby given m acJ^l cordance with Clause 3-10, Sub-Section 5 of "The Municipal Corporations Act, 1870," that the under-mentioned Bye-Laws will come into operation on the Bth day of December next. By order, VI. N. KEELING, Town Clerk. Palmerston North, Nov. 30, 1885. To provide for and regulate the use of Stands m the streets for licensed vehicles, and to prevent misconduct by drivers. The following places are hereby declared to be_ stands for licensed vehicles : — Firstly. — A place to the north, 'of the Railway Station, nine; (9) feet wide, bounded to-' wards the Terrace End by-, the first row of three blocks, and at the otherend by a secqnd row of !> three blocks, two hundred and twenty-eight feet apart; towards the northern corner of the Square by the water-table one (1) foot wide, measured from the kerbing of the footpath : running alongside that part; of the fence of the said enclosure which lies between the posts numbered respectively one and two. Secondly. — A place to the west of the Railway Station, nine (9) feet wide, bounded towards the prior cabstand by the third row of three blocks distant ninety-nine (99) feet from the last mentioned row, and towards George-street at a distance of two hundred and twenty-eight (228) feet by a fourth row of three blocks, and towards the said enclosure by the part of the said water-table one foot wide, running from the kerbing of that part of the said footpath alongside that part of the fence of the said enclosure which lies between the posts numbered respectively three and four. The Public Works Committee of the Council of the Borough of Palmerston North or such other persons or person as the Council shall from time to time appoint' for that purpose, shall provide, maTk off, and form such other cab-stands., as shall from time to time be required. The word "horse" shall include any beast of burden used instead of a horse to draw any vehicle on wheels for the purpose of carrying any person or thing. The expression " licensed vehicle" shall be construed by reference to clause 102 of the bylaws brought into operation on the twenty-second day of April, 1875, and the word "street" shall be by reference to clause 85 thereof, but shall not include any land wholly or partially fenced off from the street and not belonging to the corporation of this Borough. Every driver of a licensed vehicle when plying for hire m any street within 10 chains of any cab stand, and not actually engaged shall station such -vehicle on some one of the stands hereby appointed or hereafter to be appointed as aforesaid. Such driver on arriving at any such stand occupied, but not already full, shall station such vehicle immediately m the rear of the vehicle'or vehicles already occupying such stand, and m such a position that the head or heads of the horse or. horses harnessed to such vehicle shall be turned m the same direction as the head or heads of the horse or horses harnessed to any vehicle stationed on such stand immediately before such last mentioned vehicle. When a vehicle shall be called or driven off any stand the driver of any vehicle on such a stand immediately m the rear of the vehicle so called or driven off shall cause the vehicle so stationed to be drawn forward so as to fill the place previously occupied by the vehicle called'or driven off the stand. The drivers of the several vehicles shall m succession cause their vehicles to be drawn forward so that each vehicle shall m succession fill the place which shall have been previously occupied immediately m advance of such vehicle drawn forward m accordance with the. requirements of this bye-law, and the driver of the foremost vehicle shall not leave more than 3 feet of the stand m front of the head of the horse drawing the same. Paragraph 54 of the said bye-laws is hereby amended so as to allow any licensed vehicle to occupy such stands as aforesaid. No driver of any licensed vehicle carrying or engaged by a passenger shall within 6 chains of any stand occupied by a vehicle fit to carry another passenger take, up such other passenger without the consent of such former passenger^ - Provided always- that it shall be lawful for any vehicle employed as
