(UNITED PR-ESS ASSOCIATION.) ; London, Sept. 9. The German gunboat, which conveyed to Uap the landing party who hoisted the' German on the island, lias lef t : the Caroline Islands. Uap has been left ungiirrisone'd, and it is expected that Spain will be allowed peaceably to retako possession of the whole group. The Times to-day pnblishes a statement to the effect that the Emperor Wil helm has made a promise to King Alfonso that Germany will withdraw all claim* to the Caroline Islands provided that the Spanish occupation is rendered effective. .. ■ . . , Sept. 11. Prospects of a peaceable settlement of the dispute between Germany and Spain still continue to exist. Tne Spanish Government has agreed to publish m the official gazette an acceptable apology for the indignity to which the .German embassy, at Madrid was recently subjectedby a section of the populace, but express hopes that the claims of Spain to the Carolines will be recognised without relegating the question to arbitration, as the German Government proposed. The reduction m the rates charged on .Press messages by submarine cable from Europe to India and Australia will probably come into operation on the Ist January next. ..Sept, 14. The Spanish squadron remains inert at Uap, and the German vessels have departed. The status quo will be maintained now until negotiations are comcomoleted.
