With reference to the complaint made by the officers of the Afghan Boundary Commission, that the Governor of Herat was tampering with' their letters, and that he has recently displayed much rudeness tuwords them, a communication has been received from the Ameer, who expresses regret at hearing that British officers have been subjected to any annoyance. ■ Sept. 4. Lord Randolph Churchill, Secretary of State for India, referring to the complications with .Russia with regard to the Afghan boundary question, states that lie is hopeful that the present negotiations will shortly result m a complete final delimitation of the frontier, and that a permanent agreement between the two nations will follow. Lord Randolph. Churchill added that he was fully convinced of the loyalty of the Ameer to Great Britain.. . Sept. 6. . It is stated, that Russia has only conceded the Zulfikar Pass because of her jjosaession of other .and superior routes to, Herat. . . -
