THE SOUDAN.
AGE SPECIALS. (UNITfID PIUSSS ASSSOr/lATION.) London, August 19. Tho Governments of Germany and Austria have expretsed themselves as adverse to the proposed Aoglo-Tuvkiah Military Convention by which the Sultan agreed to send troops to garrison Siiakiui. The Standard states that the Sultan has now declined to carry out the conditions of the alliance, aud refuses to send Turkish troops to Egypt.
