HOW RUSSIA RAISES MONEY.
The New York Herald thinks that the Russians will, m the event of war, contrive m some way to raise money erionjjh for the vrar. The monasteries of the Greek Church are still wealthy, and a good deal can bo got out of them. Puring the Crimean war the Czar Nicholas (borrowed 5,000,000 roubles from ono of themand gave the monks a bond signed m his own hand' which' they religiously preserved iv a jewelled casket. One day Alexander, Nicholas' successor, was visiting the monastery, and the prior, thinking it a good time to get back the loan, took the precious bond from its casket, and with a profound obeisance, handed it to the Czar. Alexander, so . the story goes, pressed tho precious parchment to his lips and exclaimed, " In this you possess indeed a. treasure worth ten times the sura it represents," and gazed fondly on the lines traced by his father's" pen. The prior's heart bounded with joy. ' He hoped that the Czar would im;mediately, order the payment of tho bond, but to his crushing sorrow the .Emperor handed it back to him, "his i :Yoico , Shaken by emotion " with the wprds, '■ No, no ; I will not -rob you of- ? your priceless treasure. Keep it as '.a sacred object. It . is ., my father's own liandwriting — you have not purchased it too dear." Besides this way <>f " lriaking " inqpey, the Russians have great faith m printer's ink and a press for the * creation of wealth. They will turn out .notes as fast as the presses will; run.
