LORD SALISBURY ON THE . . FOREIGN POLICY.
Lord Salisbury opened a Conservative club at Wrexham on 21st April, and afterwards addressed a large public meet • ing. He criticised th« foreign policy of the Government, which, he said, had blundered and bungled the policy of the J^te Ministry jnEgypt'-'^B •t6":the-'RuB-" sian adVance m Afghanistan, he said :— ". My ideas ot the manner of dealing with ■■- Russia is not to exact from her promises which she' will not keep, but toiay to her 'There is a. point to which you shall not go, and if you'gd we will spare neither men .nor money until you p*o back. 1 I do not say what'that point should be. I say that that is a matter for strategists to decide. I have doubts whether I should have selected Penjdeh as the place to fight, because it is bo inaccessible. That is & -point upon which certainly no on© who has not access to military advice can venture to give an opinion. But what I .-*, would wishto insist upon is that if you desire tp. keep . that v Euapire over .the natives wHich is;the secret of your power m India, and to return- that trust of \ princes upon which your posnej reposes ; it you wish.- to keep alive m their minds the belief that the English rule is perimanent, and that it is to their interest to keep and sustain that rule.;' it you wish these things, you must not allow yourselves to be deceived by cunningly contrived assurances. You miist make it not only clear to • your own. : minds, but clear to them and the world, that there is a .point where you mean permanently to resist, and that beyond that point, it will be impossible for Russia to gp. Now, the difficulty of our present position is not only the inaccessibility of .the place where General KomarofE is stationed, but it also lies m our singular skillin uniting all the nations of the. world against us, so that the Dardanelles will be closed, and we should be unable to strike. Russia m that point Svhere she will feel. Therefore, I fear that the' probability, is that 'General Komaroffl 'will- score : a very .serious disadvantage."
