PEACE NEGOTIATIONS.
• As to the " peace negotiations," one of the principal native journals, the Moslem Herald (Madras) said : — " It is with feelings of some apprehension that we notice the almost reckless joy with which Rugsian professions of peace are hailed by a certain section of Englishmen m England and India. To us it appears that the English are by no means out of the woods of Rußs ; an intrigues and treachery, and therefore to holloa is mere folishness. The' only thing peaceful is the assertion that conciliation is sought by the Russians ; but there is . nothing: of peace either m the aspects of event* of Central Asia affairs, The evident gladness of the British Ministry to gulp down the bait Russia has thrown out to Ihem m her answer to their despatch of the 16%^ tilt, is a very bad sign indee.d. Russian activity m Asia, her ill concealed preparations, and her open acts of aggression * all give the lie direct to her peace-breath-ing negotiations m Europe."
