AMENDMENT OF THE COUNTIES ACT.
The following are the chief provisions of the Counties Act Amendment Bill, introduced by Mr Stout : -'•No new counties are to be formed except by special Act of Assembly, and tho boundaries are not to changed except tor ere tion of boroughs, .T,own: ; : districts are to jje constitute ricjirigs, and may be nSer.^ ; gejf.yn the :cownjties;.:in • the same wa^ as r road districts., ■• The r county chairman and- auditors are to be elected by the ratepayers at large. One-third of the net income of the counties is to be divided according to rates received among the ridings for expenditure on works m them. Any Councillor v/ho is a party to illegal borowing is to be liable to a penalty of dt°2oo. Various view powers are to be conferred on ( 'ounty Councils. They are to be permitted to contract for telegraph and telephone lines, and to contribute towards the erection and maintenance of schools. Their power of making by-laws, especially m sanitary matters, is to be considerably enlarged.
