CHARITABLE AID.
The long-promised Hospitals and Charitable Aid Hill has b-jcu introduced by Sir Julius Yogel. For the purposes of the statute it proposes to divide the; Colony into twelve districts, the boundaries of which arc to coincide with county boundar 7 ies. Each district is to contain, two or more counties, and no county is to be divided between different hospital districts. The boroughs are to be included m the districts. For each district there is to be a Board of Administration, to consist of the mayors of boroughs, the chairmen of counties, and members to be appointed by the Governor, who are not to be more than one third m number of the other members. Existing hospitals and charitable institutions to the number of sixtyseven are to be subject to the Act The persons at present administering any charitable institution must i notify to the District Board, before I the 15th of November, whether they propose to petition the Governor to incorporate, the institution. If a certain amount of subscriptions are guaranteed, the G overnor may grant the incorporation, and then the management is ta r ' be" entrusted to trustees to be selected' by" the suscribers to the institution. Failing incorporation, institutions are to be vested m the District : Board. The Colonial Treasurer may give subsidies not exceeding ten shillings for every pound locally raised, but no payment m respect of any contribution, donation, or bequest from one person, is to exceed LSOO. Provision is made for contributions from local bodies m "proportion to population towards the support of charitable institutions. These may be paid out of the ordinary funds of the local bodies/or raised by special rate. The District Boards may borrow, on the security of their income, money for building purposes.
