It is provided m the New Zealand State Forests Bill, introduced by Sir Julius Yogel, that the Go-vernor-in-Council may set apart any forest land forming part of the Crown lands of the Colony as State forests. If these lands are subject to a pastoral lease or license, the Commissioner of State Forests is empowered to arrange for cancellation or surrender, and the Commissioner may borrow from any persons willing ito lend it, or from the Colonial Treasurer, the sum of 50,000, m sums not exceeding 15,000 m any one year, which is to be applied to the "management* improvement, and development" of State forests. . These borrowed moneys are to be a first charge upon the forest revenues, and are to be repaid within twenty years, computed from the date o£] each advance. The Governor may place any forest under the control /if local bodies. A most important cWise is to the effect that the Commissioner may, with the consent of the .Governor-in-Council, establish schools of forestry and agricultures within any State forests, which arete be provided far out of an account to be called " The State Forests Account." Special mention is made of; the Whangarei Forestry ' School, which the Minister may establish at any time. In the event of there not being any " fairly good land," (of .which the Minister is to be. the. judge), available for the satisfaction, of claims under the Forest Trees Planting Encouragement Act, 187J* the Commissioner may p^VjJrj satisfaction of such claims, a sum hotiex? ceeding L 2 per acre.
