Mr Service expresses Ins regret that the, New Zealand Govern.ncnt did not formulate its views tarlier. He states that the Federal Council as proposed, would iv nowise interfere with local autonomy m respect to the coiouiuH, Mr Service concludes by expressing his conviction that a Federal Council deprived of the power of legislation, would be no better m result, than the receut conference. ,
