Exciting Scene in a House of Assembly.

During the recent excited debate on the Budget m the Austrian Second Chamber, the two galleries to which the general public are admitted had to be thrice cleared, on account of the occupants cheering and hissing the orators on either side. All 'that then occurred, however, was (the Vienna correspondent of the Standard says) completely eclipsed by the disturbance made after the promulgation of the decision of the House on the Northe n Railway Bill. Upwards of 100 of therrisitbrs, mostly students, began whistling, cheering:, hissing, stamping with their feet, and shouting aloud to the astonished House, " Down with the Jew President !" " Down with the Northern Railway Jews!" "Hurrah for Schonerer!" the well-known anti-Semitic deputy. President Smolka left the chair, and the usher hastened to clear the gallery, but the riotous occupants refused to leave. After a scene of confusion, lasting over a quarter of an hour, the assistance of the firemen of the House was obtained, and the offenders evicted one by one. On reaching the large entrance hall, however, thoy rallied, and endeavored to force their way m the House again, bnt were stopped by a body of police hastily summoned by telegraph. Meanwhile hundreds of students had assembled m front of the Hoiwe, aud had to bo dispersed by force. But for the fact, that a heavy snowstorm came on at the critical moment there is little doubt that there would h ive been a dangerous riot.
