The Standard states that the Russian Government vill not sanction the draft agreement drawn up for the settlement of the Russo-Afghan question, and states that parleying has been re* sumed. The Daily News co-day states that the point of difference between England and Russia, en the Afghan frontier question, does not involve any essential portion of the agreement recently come to by the two countries. May 18. Mr Gladstone inform 3d the House that the Government am awaiting a re* ply from Russia m resju'd to the portion of the Afghan frontier line which has not yet been delimited. St. Petebsbubq, May 16. It is announced that His Imperial Mo* jesty the Czar, has dispatched a letter of thanks to General |Komaro£f, together with a diamond-hilted sword.
