Notwithstanding an arrangement with Russia to submit the Afghan frontier question to arbitration, the British preparations for war are being vigorously proceeded with. The Russian outposts at Zulfikar, on the Herirud River to the west and towards Meruchak on the Murghab River to the east, will, probably be evacurted while the proposed Commission is engaged in examining the details of the new Russo-Afghan frontier line. It is believed tltat Penjdoh will be allotted to Russia, and Zulfikar and Meruchak to Afghanistan. Batavia, May 2. The ironclad steamer Minin is the only Russian warship at present in this port. She lias been disabled, and will require to clock for repairs before she pan again proceed to sea.
