Lord Carington, the new Oovei nor of New South Wales, wa* entertained at a banquet, on Saturday by Sir Smil fcWuual. The Marquis of Lome, Mr G. Lloyd, formerly member for Newcastle, New South Wales, Mr J. C. Bray, ex-Premier <«f South Australia, and the sever.il Agents-General, in their speeches, eulogised the social and popular attributes of Lord Carington. and Dromked biia a hearty welcome on his arrival in Sydney. In reply, Lord Carington said that, in tryiug to his utmost to discharge the sacred trust reposed to him, he would endeavour to promote the welfare and honor of New South Wales and to strengthen the affection «.f the colonies for Englaud. Generally his speech created an excellent impression. Sir Samuel proposed the health <»t Lord DeiUy, and admitted the difficulties of the position he held. Lord Derby in replying eulogised the usefulness of the Agents-General, and rejoiced at their improved status. 110 took uo important step without first consulting with them ; he regretted tlm'. European obligation? had frustrated the desires of the Colonies ; he expressed himself as sceptical of benefits to l»e dei ived from Imperial Federation, holding that a moral union resulting from the sympathy of the community was preferable, as the rigid and mechanical administration of a Federal Empire might possibly be galling to the colonists. He thought a Colonial Council of Advice a most desirable institution. He considered the ofV % r of men by New South Wales for service in the Sondan was a most fortunate one, and hail tended to develop an unexpected warmth «»f feeling between Australia and Rngl««nd.
