During the course of a long and animated debate m the House of Commons to-day on the vote of credit tor £1 1.000,000 for military purposes iutroduced by Mr Gladstone, Lord Randolph Churchill characterised the agreement come to with Russia m the strongest terms as a eotfatdly surrender of England's rights. The vote was finally adoptdby the House, Mr Gladstone consenting to a discussiou on the policy of the Government being fixed for Thursday next.
