Russian attack upon the Afghans. The Times says the British Government have suggested that the matter shall be referred to arbitration. Adelaide, April 28. Captain Helines, of the steamer Menmuir, which arrived at Adelaide from Singapore, states that when he left Batavia there were two Russian ironclads m the port. Water being scarce, it has been apportioned to each vessel m small quantities, but the Russians were m such a hurry that they emptied the water boat and sailed away just before Helines' departure. A telegram has since been received announcing the arrival of two other Russian cruisers at Batavia.
