The Czar will not accept the resignation of M. do Giers from the position of Minister for Foreign Affairs. The Daily News urges that England should cease parleying. There is a i evulsion of feeling m Austria m favor of England m regard to the Afghan difficulty. The Channel fleet has sailed under .sealed orders. The Orient and P. & O. Companies are now paying a war risk. The Government have been asked to protect all cable repairing steamers. ' A successful trial has been made of the Brennan torpedo. The British military mission at Teheran will probably prepare for an expedition to Meshed. Four Russian cruisers have arrived at the Cape. ' The Moscow Gazette states that unless Point Hamilton, on one of the islands m the Corean Straits, over which the British flag was recently hoisted, is evacuated Russia will seize Herat. War risks are now charged at 15s per cent. .
