TURKEY MAKING PRE. PARATIONS.
(reuter's telegrams.) Constantinople, April 29. The European Powers are urging upon the Porte the desirability of maintaining strict neutrality m the event of outbreak of war between England and Eussia. The Turkish Government, however is increasing its defence works on the Dar danelles and at Theraurgia on the Bosphorus.
