[Age Specials.] (Per s.s. Wairarapa at the Bluff.) (UNITED PRESS ASSOCIATION). London, April 13. Earl Granville, Foreign Secretary, in reply to tho Kussian Emperor's despatch deploring the prospect of war, cordially agreed with the Emperor, and expressed a hope that the negotiations now proceeding between the two powers may lead to war being averted. A number of Afghan tribes are reported to be hostile to England. It is believed that Osman Digna is engaged mustering his forces in the mountains preparatory to making an attack upon the British forces. He is running short of supplies, and an attack is expected daily. The Irish informer, Kavanagh, who came to the colonies after the Phoenix Park tragedy, is now confined in a lunatic asylum. April 19. It is reported that Penjdeh has been ceded to Russia, and that a Turkoman garrison will be thrown into it at once. The Ameer of Afghanistan has expressed himself unwilling to allow British troops to traverse his territory. The Press of London, referring to the rumours current as to the terms upon which the Afghan frontier question is to be settled deplore the projected surrender of Penjdeh, and assert the conflict with Russia is thereby only postponed. There is great rejoicing at Berlin and Paris, over the peace proposals and the unfavorable terms accepted by England. A rumour is circulated that Germany and Austria have threatened to discard the terms of the Berlin Treaty unless Turkey preserved the neutrality of the Hellespont in the evant of war between England and Russia. The Admiralty are awaiting a reply from the Australian Governments to the proposal made by Admiral Tryon that he should assume the control of all colonial war ships. April 20. Turkey has determined upon remaining neutral, should war occur between Great Britain and Rnssia. Troops which have been mobilised in India are not to advance into Afghanistan, as the Ameer persists in the assurance that he is able to defend his territory from attack without the assistance of British troops. He is, however, to be supplied with arms and money Dy the British Government. The loyalty of the Ameer of Great Britain is regarded without doubt. Quantities of stores and ammunition are being dispatched to Quetta. April 21. The arrogant tone displayed by Russia toward England on the Afghan frontier question is increasing. The Khedive of Egypt has decided upon consulting the Porte before replying to the French ultimatum, demanding the re-licensing of the Bosphore Egyplien. The British Government advised the authorities to suppress the paper, and this has led to relations between France and England becoming strained. It is suspected that France and Russia are conspiring together to annoy England.
