The simple issue is this — Can we adequately defend ourselves m event of hostile attack ? The inevitable answer must be that the issue would be doubtful. How, then, would we dare to weaken our already weak line of defence ? Would it be any real aid to Great Britaiu to ctit off one hand m her aid, and then be compelled to claim her protection because we had deliberately crippled ourselves ? Is it not a maulier course to take such steps on our own behalf, that we might say to the Imperial authorities—" Take no thought for us. We relieve you from any diversion of your military . and naval forces on our account. We will hold the fort for ourselves. Our watchword is * pro aris et focis. 1 " And the clear course is ! to plainly aud promptly put this view before the British Government— not to resort to excuses for uot implementing the impulsive offer of a generous mind but to honestly declare that, upon consideration, the be&t help we can offer Her Majesty is to help ourselves."
