It is feared that the Bussians will make an attempt to disable the Suez Canal. The Black Sea, the Sea of Azov, and the lower portion of the Baltic will remain open. Admiral Hornby will probably command the Baltic fleet. The Morning Post states that the Emperor of Germany considers that General Komaroffis the aggressor intherecent action against the Afghans. His Majesty urges that the Afghan difficulty should be settled by arbitration at the annual meeting of Emperors at Skiernievice. April 13. Further details of General Komaroffs explanation m connection with his action m engaging the Afghans, states that on finding the Afghans entrenched on the Eussian side of the Khusk Eiver, General Komaroff halted some distance from them. The Afghans then menaced a reconnoitering company of his, and also occupied a height commanding the flank of his forces, refusing to retire behind the Khusk Eiver when requested. The Ameer of Afghanistan is returning to Kandahar. The Eussians have sent to America an order for six cruisers ot the Esmeralda class, and are endeavoring to purchase the steamers plying between San Francisco and Honolulu. Two Eussian transport vessels, now at Port Saia, have been ordered to proceed to the Amoor Eiver, and are also instructed to avoid all British ports en route.
