At a, recent public meeting, Lord Randolph* Churchill thus sarcastically spoke of the present Secretary of State for the Colonies : — "Lord Derby some years ago belonged to the Tory parity,, but, thank /God, Lord Derby left the Tory party. He left the Tory, party ( , if I may use an expression common among , domestic servants, 'to better himself and I venture to say that there was not a single member of the Tory party who did not rejoice, at his departure, and who did not feel thankful that the Council and the action of our party were no longer paralysed by his inbecile indecision or by his invincible cowardice. Then further, I will add about that Colonial Secretary that I do not believe I am exaggerating if I say that there is hardly a working man m England, among those classes who Lord Derby so profoundly despises, who could not have conducted the- affairs of the Colonial Office to the far better advantage and glory of our empire than they have been conducted by this ill-omened and ill-starred Earl."
