London, April 9. In the House of Commons to-day Mr Gladstone made a statement regarding outbreak of hostilities m the Afghan frontier. Tiie Premier stated that information had reached the Government that the Afghans gave no provocation for the attack made upon them by the Bussian General Komaroff. He added that the British Cabinet had demanded an explanation from the Russian Government as to the occurrence. St. Petersburg, April 7. Giers,tbe Minister for Foreign Affairs, waited on the British Ambassador last evening, and expressed the Czar's hope that the ltussia-Afghan incident would not have the effect of stopping the parleying which was proceeding between England and Bussta on tho frontier question, M. Giers added that the Russian officers. in Control Asia were unaware of, the agreement arrivod at between England and Russia on the 13th ultimo, viz., That no advance should take place on either side m Afghanistan ponding negotiations on the frontier question.
