RUSSIA AND ENGLAND.
(special to united press asssogiation.) (ELECTBIO TELEGRAPH. — COPTniGItT) liONDOV, April 8. It is reported that Lord Bosebery requests the mediation of Prince Bismarck between Russia and England m regard to the settlement of the Afghan difficulty. The Standard considers that the position of affairs is very critical.

(UNITED JPBKSS ASSOCIATION * Sydney, April 2. ) Very active defence preparations have been made. The land force has been doubled, and measures are being taken to lay down torpedoes m the harbor at Botany and Newcastle. If necessary the ranks of the contingent at Suakim will be filled up. Ministers have adopted energetic measures on the advice . of General Scratchley and Captain Auckland. The Patriotic Fund is being gradually increased. Meblourne. April 2. The Ship-owners' Association are protesting against the stringent regulations framed by the Government for the defence of the port, and say it entails much hardship and expense. Now that the scare has somewhat subsided, modifications will be made.
