In the House of Commons to-day the Marquis of Hartington secretary of State for War, announced it could bo impossible to make any statement to the House as to the progress of negotiation^ with Russia before the Easter recess. He added that the mil ifcary preparations which was being carried out by Britain was not intended iii any way as a menace to Russia. Paris, March 31. It is announced that 8000 troops will embark at once for Tonquin m order to reinforce General Briere De Lisle. The Chamber of Deputies has voted fifty million featrcs as an instalment towards the Tonquin credit.
