Manawatu Road Board.
I'j:/. '. THIS. DAY., , . v , ; * : A special meeting of the above Board "Was held t-day to consider 1 the distribui j tion of the money received from Govern^ment under , the Koads and , Bridges '■Construction . Act. Present— Wardens , Snelson Edwards, Sly, and i Mathieson. The sum., of ,£361 had been received from Government for "distribution over [■the 'various roads', 'for, works' ©n|whieh applications had been sent m. ■ r "Warden; Sly moved,- " That 'before • 'distHbuting'tlie money it be decided on. what road or roads' the amount v be exipended.* He^ would inform Warden Edwards that the main, portion of required expense would "be saved, as the plans had already been sent m for the works last year. He would suggest that MSO of the amourit available be 1 expended on Stoney Creek, £100 on Pitzh erbert, . ;£SO on Karere, and '^'lso on KairangaBunnythorpe, leaving i;ll for contingencies. Rd ■ the outlay on the Bunny^ thorpe road, he would propose that the -whole of the amount be spent on one end ot the road, as dividing such, a small amount could do no good. "Warden: Edwards, could notseei there would be much, done with this amount, m any' case. ' . '. ■ ! '-,'■■' Warden Sly— The Government are to blame, Warden Edwards, for this, and we can only make the best of it. Warden Edwards spoke strongly on the way m which the Stoney Creek road had been repeatedly left out when funds •were being allocated. 'i
• The 1 Chairman here rose and pointed 'out that considering this' distribution' m., a manner of-justice he would certainly object to' any portion whatever going to the Karer&.Ward. The amouat granted by the Government was and from. f this -was jdeducte'd i>749 for the Awahuri bridge repairs, and than from the balance some £4§l was to be ,spent entirely; on bridges on the Karere road, and considering the small' amount left for the> other Wards, he did not think that theKarere Ward should expect or was entitled to receive any further amount. ' . The clerk here explained' that; as this, money was. a fresh, grant entirely it would be necessary to take a poll for the work as the -Boardl'had applied und^r te&otiQßß irbfc[ifiring,fßuch pEoeedure; \n '■ ! ,, Warden Mathieson thought that; asl 'tne Foxtpn Ward got some i&(>2 for itsbridges, it could well do without drawing on the very small balance lelt for the.ojiher Wards. , - . Warden Sly remarked that the clerks ©xplaiiation ■■ i re expenses considerably eiltered the.; matter, and he would not prejss thereiore the claims of the Karere ■Ward^ •■••-•'-■■_- • j ' -■■ ■ j^ Warden Mafchieson wished to know'if /apoU had not already been taken. ; i , The . chairman explained that a poll had; been .taken last year for money the^n received and that debentures had been given for the amount, but as this was an entirely fresh grant another poll would be required.; ; . . J Wardens' Edwards and Sly had he^e an animated discussio'ti over tpe placing of a former grant received from Goverii-
xnent, alter which Warden Edwards prb- > posed the following resolution., seconded by "Warden Mathieson— " That of the -L 361 received LSO .go to th.c Kairanga Eoadi"L?BD to the Bunnythoiroe-Kairan- "■ ga* Ro]adi and !L3O. to the Stoney Greek Boad." / .--•■ .- i Warden Sly moved . the following. !amendment-^ u iThat :of the amount rte-, ceived LSO to go to Stoney Greek Road ; LSO to the Palmerston-Bti ( .nnythorpe Eoad ■;: 1/100 to Fitzherbert ; arod Ll5O to the Bunny thorpe- Kairanga Road. \ The Chairman pro forma seconded the amendment. If Fitzherbert had been left out he would have willingly agreed -with. the proportion, but thought that considering the. amount already spent 'm this- ward,; .they ; were not entitled to receive any' of the i present grant and believed, too,' thdt: they?. did not expect - any;.- As themeeting Jiad.been called purposely to afford all the wards 'an : opportunity of being, -represented and the fact of the'Fitzh'efbert wardens- iiot being, present after receiving spoke for itself. He'would.' like some wardfen to make a suggestion to the affect that the principal sum be spent on. the Bun- - tiythorpe-Kairanga Eoad. The ; settlers 1 residing here had been m waiting on the Board and. had received. numerous rebuffs and very little assistance, and he lieHeved.that they were the worst off .of 'any/ ' :>•-■■-<' ... •■ • i Warden Sly: In the absence of the Warderts for Fitzherbert, _I should like to make a few remarks. I should like this money to 1 be expended so that i there should be no discontent . .evinced afterwards as. to the manner of allotment;* let : each .Ward have a proportionately equal amount given to it. . . , The Chairman then put Warden Ed- . r Ward^' resolution to the meeting, the amendment .of Warden Sly being carried on/the Chairman's casting vote. The Chairman then proposed a further \ amendment as follows : — Bunnythorpe- , Palmerston Koad, £50; Stoney Creek ; Eoad, i' 80; Bunnythorpe-Kairanga, .€270 ; this was seconded by Warden; Edwards and carried ; Warden Sly only dissenting. <
Warden Mathioson then wished to know on what point of the !>uimythorpeKairanga lioacl the morioy would lio spent, as lie was intcrestowl. Ho should like to havu this do finitely {irrangoil. Tins Ciiainiutn su^gcstcl thiU Warden, Edwards, Mathieson, and himself visit the Ward m question and inspect it throughout. This was decided upon. r>o« tax. Tho following resolutions were also carried : — That all owners and drivers of cattle and sheep, being ratepayers, be charged 2s for the lirst dog, and 5s each for every 1 dog above that number — bonafide sheep or cattle dogs; sporting or other dogs, 10s; non- ratepayers, 10s each on 'all kinds. That the collector b.e paid 10s each for all unregistered dogs . he destroys, on production of the head or two -fore .feet to the Chairman or a Warden ; the Board to indemnify the collector against loss. In any case he may summon to the Court for failure to comply -with the above regulations. " '•■ ,
