Borough Council.

LAST NIGHT. The usual fortnightly meeting of the Paltnorston North Borough Council was held last night. Present — Crs Park, Hawkins, Larcombe, George, J. King, T. King, Hutcheson, Wylds, Bentley, and West. In the absence of the Mayor, who was reported unwell, Cr Hawkins was voted to the chair. CORRESPONDENCE. The following correspondence was read and coiuidorod : — From E. Warburton, Borough solicitor, advising that the Council had power to establish cab-stands, and enclosing copy of bye-laws used m England relative to the matter. — Ordered to stand over until next meeting. From James Wiltshire, asking for the removal of obstruction near his property, Foxton line.— Referred to Works Coin? mittee, with power to act. , / From J. Bloom, pugilist, applying for reduction of price paid for use of Public Hall. From C. Christopherson, asking for a\ refund of charge for Hall, owing to the poor return from entertainment lately held for his benefit. . > From A. Burr, asking for a refund of amount paid for use of Ha11. . . . • Proposed by Cr Hutchoson, seconded , byCr Bentley, and carried, '"That the* applications of Messrs Bloom,' Christopherson, and Burr be not entertained." BOROUGH WORKS. . - The Foreman of Works reported that during last month the drains on Foxton line had been cleaned out ; the Botanical road metalled as far as Fergusson-street, leaving 10 chains to be done ; the Bangitikei road metalled where it had been washed away; the footpath m Terracestreet attended to, and pit filled m m Fitzroy- street ; Park road, Main-street,' Church-street, and Square repaired ; and as much repair as - possible done to remedy all damage done by the wet season ; that Cuba and Andrew Young streets required metalling. The watertables had been cleaned out m various streets where, necessary, and the Pound repaired. That various culverts required attention, and timber was required for crossings m many places. That the. stagnant water m front of Flyger's store, Terrace End, required attention by filling m, and culverts being seen to. That the concrete blocks lying about should be put m, as they were getting damaged. That Andrew Young-street had been completed by the contractor, and that the culvert m Main-street had been left out: owing to the footpath not being yet formed. The report was received and adopted. NUISANCES. The Inspector of Nuisances reported' that he had not much complaint to make. There had been a few dead carcases not properly- buried which he had 1 had properly buried. The nuisance at | Mr Nathan's had not yet been attended to, and the premises were still m a filthy ! state.' Notice had been sent to the owners of sections m Botanical Road, m reference to dangerous trees, but he (the Inspector) had received no reply and nothing had been done further m the matter^ POUNDKEEPER. The .poundkeeper reported that 90 ' head of cattle had been impounded by the ranger during the month, also 9 by property owners and one outside the Borough. Fees received amounted to Jl9 15s, leaving a balance to the Council ■of £15 7s. ..,. WORKS COMMITTEE. The report of the Works Committee was read and adopted, containing a recommendation " That the Town Clerk make arrangements to have allotment of section 225 surveyed into building' plots, and a plan of same be forwarded to the 1 Government for approval and sale under 'the, Powers granted by "the Special Powers and Contracts Act, 1884. I ,' " . RESERVES COMMITTEE. The minutes of the Committee were read recommending the leasing of the Botanical Reserve, and that tenders be invited for leasing the Bame-Mihe improvements to be effected to be the consideration. Tenderers to etate the kind of improvements they would effect and the term required. , Resolved— That tenders be called accordingly. .■.;-,..' . i , ..FINANCE COMMITTEE. ,r.',i. Cr Hawkins presented a petition from Mr Grace and 16 other residents of Lorn- ' bard-street asking the Council to take over the street, stating that it is neither; formed nor metalled and asking that the rates derived from them be expended upon the street; Jt was proposed by Or West and seconded by Cr George — " That the Council could not legally comply with the request, but that it was the intention of the Council to give a grant m aid of the matter out of the proposed loan when ef» fected. — Carried. Cr J. King referred to the subject of cleaning the drain on Foxton Line mentioned m the foreman of works', report, which he (Mr King) said was obstructed by willows growing, m the Kawau,Creek,just outside the town boundary; and the Council had: no. right to. remove' them without the consent of the Highway Board. Proposed by Cr West seconded by Cr King — " That the Foreman of Works be instructed to remove the willows m Kawau creek with the consent and to the satisfaction of the Highway Board and keep a correct accqunt of' the expense." •-'-. ■ The Clerk reported that he had written to Mr Jacob Joseph re trees on Cook and Ferguson streets and he had agreed to remove same. . BANKING ACCOUNT. Cr J. King asked some information regarding the transfer of the banking account. ' The minutes of the Finance Committee meeting held on the 23rd December last were read as follows : — Present— The Mayor, Or G. F. Hawkins and W. Park. The question of the Borough banking account was considered, A letter from, the manager of the Bank of Australasia was read accepting the proposals mac]e through the Mayor, subject to the approval of this Committee, viz., to allow the legal overdraft of £1500 for the year ending March 31st, 1885, and further temporary acQqm.niodation to the extent of Resolved-^Tha.t ib,e s & proposals be adopted and the bank account be changed from the Bank ot New Zealand to the Bank of Australasia. .
