All persons intending to withdraw hoises are required to give Notice to that effect to the Secretary or Clerk of the Scales one half- hour before starting. Any person neglecting' or refusing to comply with this Rule shall pay a fine of 5 soys.- to ihe Itace Fund. ; All races to be run under the W.J.C.
