Lord Derby proposes that the colonies shall appoint a council to advise and assist Major- General Scratchley m the control of the afr fairs, of New Guinea. He also asks that the colonies should double the amount of the subsidy, and the Adr miralty advise the purchasing of a steamer for the use of the High Commissioner. The British Association will meet on the 11th instant, to decide the place of meeting m 1886. The Imperial Federation Confer T ence will re-assemble on the 18thj Mr W. E. Forster presiding. Nov. 4 t Obituary— Lady Sherbrooke. Captain Francis S. Clayton has been appointed commander of H.M.S. Diamond, vice Captain A. T. Dale. A true bill has been found against Captain Dudley and Stephens, mate of the yacht Mignonette, for the murder of Richard Parker. The trial will take place on Thursday next.
