In its issue to-day the Journal de St. Petersburg published m article on the meeting of the three Emperors at Warsaw. In the course of which it states that while the reunion of their Majesty's will have the effect of strengthening the entente cordiale already- existing between Germany, Austria and Russia, there is no intention of entering into closer diplomatic relations or of forming a fresh tripartite alliance. One of the principal Questions which Were to be brought .up .ibr consideration, the Jonrmd adds, will be the spread of anarchy m Europe and the necessity for concerting the measures for the defence of law and' order. y. ',-• • Pabis, Sept. 16. The Times announces m to-day's Issue that the majority of the French troops now serving m Tunis will be recalled at an early date.
