FRANCE AND CHINA.

The Times m its issue this morning, .announces that China has declared war against France and is making active preparations to prose, cute hostilities. A force of six thousand Chinese have been landed at Hoihow and heavy masses of troops are being stationed along the Kwangsi frontier of Tonquin. Pahiß, August 16. In the Chamber of Deputies to-day, vote of credit of 76,000,000 francs for defraying expenses m connection -with the settlement of the Tonquin difficulty was passed by a substantial majority. . In his speech on the occasion, M . Ferry remarked that the vote of the Chamber would materially strengthen the hands of the French Government m dealing with China. London, August 17. The statement made by the Timaß yesterday that China has declared war against France is still unconfirmed. It has transpired that a vote recently addressed to the Powers by the Chinese Government protested strongly against the action of France and advocated the mediation of the Powers with a view to bring about a peaceful settlement of die difficulty.
