THE NEW MINISTRY.

The Otago Daily Tmes has an article protesting against the formation of a Ministry with Mr Stout as Premier, Sir Julius Yogel as Treasurer, and Messrs Montgomery, Macandrew, Ballance, and a Greyite Aucklander, which' it States is contemplated. It states tha.t, although the policy may be Sip Julius Vogel's, the country will look at the names of the Premier as the guiding principle, and of the members who compose it. These, it says, give no assurance of moderation, and would reasonably offend the susceptibilities of the North Island. It would be distinctly a Radical Ministry and a Middle Island Ministry. The Times believes Sir Julius could form a Ministry of new men, leaving out the old party leaders, which would stand, and declares that the situation has been sacrificed to the vanity of Messrs Montgomery and Macandrew, whom it styles the old fossils of Provincialism.
