St James 1 Gazette praises the moderation displayed m the minutes by Mr Alexander Stuart on the Recidiviste question. July 15. The Tims states that the silence of Earl Derby with regard to the recidiviste question will strengthen the Australian feeling of his lack of sympathy with the interests of colonists, and that it is a very grave mistake .to suppose it possible to ignore or suppress, the complaints against the recidiviste schnme. The proposed exchange of the Falkland Island for that of New Caledonia is considered improbable. ,
